About the Role
We have an opportunity for a seasoned and dynamic Learning and Development Manager to join our Learning and Development team. Reporting to the General Manager, People & Culture, this pivotal role will lead a diverse team, driving learning and competency outcomes and ensuring implementation of learning deliverables across the business are nationally recognised and in accordance with the Australian Qualifications Framework.
This role will also be instrumental in leading and building learning solutions for the successful implementation of design and development of training and assessment programs to support the Metro Trains Sydney (MTS) unattended train operations (UTO) network.
You will lead an energetic team and drive the delivery of competency frameworks to build learning solutions that will reduce lead time for skills development, increase employee engagement and reduce training-related safety incidents through the development of competency-based training programs, in line with Rail Safety National legislation.
Key Responsibilities include:
Establish and maintain the RTO-compliant, operational training processes and procedures required to manage and monitor the competence of all staff.
Provide strategic advice and recommendations to deliver competency-based training.
Develop competency-based training programs as aligned to MTS training methodology to support a competent and confident workforce.
Review and validate training course materials and assessments and manage on-going maintenance of this courseware.
Ensure consistency and high quality in the training delivery standards of the MTS training team.
Conduct training courses as required in rail safety and other relevant areas including theory and practical application elements and oversee assessment processes.
Liaise with government departments and agencies for Australian Qualification Framework (AQF) enrolments, Australian Apprenticeship Centre claims, Language Literacy Numeracy assessments and funding applications.
Manage relationships with training providers and Registered Training Organisations (RTO) engaged by MTS, providing completion reports and any other associated quality data indicators required by the Standards for RTO’s 2015.
Conduct internal audits against the Standards for RTO’s and act as the key contact for external Vocational Education and Training (VET) audits.
Desired Skills and Experience
About You
You have extensive demonstrated experience gained in establishing and/or leading in an RTO environment coupled with experience in delivering Risk Based Training Needs Analysis (RBTNA) ideally gained in rail or a regulated environment. You also possess strong demonstrated experience with the implementation of Certificate Level programs, traineeships and apprenticeships.
You enjoy leading high performing teams, offering guidance and coaching to foster positive relationships, while building strong internal and external stakeholder relationships at all levels of the business.
A superior communicator, you can influence and remain agile, while carefully planning and executing on deliverables to achieve objectives and organisational KPIs within set timeframes and standards.
