Job Description
We’re seeking an experienced Learning & Development Specialist (Program Lead) to manage, coordinate and deliver learning programs that support operational readiness, safety and workforce capability across Metro Trains Sydney.
Reporting to the Learning & Development Manager, this role partners closely with operational and corporate teams to ensure training meets regulatory, organisational and competency requirements.
Key responsibilities
Manage and deliver learning and development programs across the organisation
Conduct training needs analysis and identify capability gaps
Coordinate development and review of training packages aligned to operational procedures and regulatory standards
Plan and coordinate Train‑the‑Trainer sessions and training schedules
Support competency assessments and Verification of Competency (VOC) activities
Maintain training and competency records in conjunction with LMS administrators
Monitor training progress, risks and reporting outcomes
Liaise with internal stakeholders and external training providers
Desired Skills and Experience
About You
You’re a proactive and practical Learning & Development professional who thrives in operational or regulated environments. You enjoy working across diverse stakeholder groups and take pride in delivering learning solutions that genuinely improve capability, safety and performance. You will also manage a small team of dedicated Instructional Designers showcasing innovation and creativity.
You’re comfortable managing multiple programs at once and can balance strategic thinking with hands on coordination and delivery. You bring a solutions focused mindset, strong organisational skills and the confidence to influence and collaborate across the business.
You will bring:
Certificate IV in Training & Assessment (TAE)
Experience in learning & development, vocational education or capability development
Experience coordinating or delivering training programs, ideally in regulated environments
Exposure to competency based training and VOC activities
Strong stakeholder engagement, planning and organisational skills
Proficiency in Microsoft 365 and learning management systems
